You wander down the road a piece, and come to a big sign that reads:
There's a very pretty picture underneath the sign, showing a blueprint of the city, and all the cool shops, schools, and such that will be there. As you look beyond the sign, though, it's clear that the city is still very much under construction.
Still, there are some things starting to move in around the rubble. You might wander into the business district and see what's there. Or go shopping -- one or two doors are starting to open in the Retail District. Or wander Downtown, where the basic city center resources are...
